Israel Faces Challenges in Cryptocurrency Tax Collection

Overview of Cryptocurrency in Israel

In Israel, cryptocurrencies are viewed as assets rather than traditional money. This means that when someone sells or exchanges a digital currency, it can lead to a tax event. The Israel Tax Authority (ITA) has classified these digital currencies under its regulations, which impacts how they are taxed. In 2018, the ITA issued a circular stating that any profit from selling these assets is subject to a 25% capital gains tax. This is different from income tax, which applies to regular earnings.

 

Importance of Tax Collection

Tax collection from the cryptocurrency sector is crucial for Israel's economy. Reports suggest that the potential tax revenue from this market could be between 2 billion to 3 billion shekels (around $803 million). However, the ITA has struggled to effectively collect these taxes, leading to significant losses. A recent audit revealed that Israel missed out on approximately 3 billion shekels ($800 million) in crypto taxes, highlighting the need for better tax policies and enforcement.

 

Current State of Cryptocurrency Taxation

Currently, the ITA requires individuals to report their cryptocurrency transactions. However, the reporting rate is alarmingly low, with only about 500 reports received annually, despite an estimated 200,000 individuals holding crypto wallets in the country. This results in a mere 0.25% tax reporting rate. The state comptroller has emphasized the need to improve tax collection methods before considering any public tax hikes. The government is urged to explore ways to enhance tax collection from the cryptocurrency sector to avoid placing additional burdens on the general population.

The challenges in cryptocurrency tax collection in Israel reflect a broader issue of regulatory lag, which could hinder the country's ability to capitalize on this growing market.
