China's CBDC Upgrade Announced

By ToTo BugelmanNewcomer0 rep· 11/20/2024

China has announced a significant upgrade to its central bank digital currency (CBDC), the digital yuan, aimed at enhancing usability for tourists and residents. This upgrade comes as adoption levels have been sluggish, prompting the People's Bank of China (PBoC) to innovate and improve the digital currency's functionality.

Key Takeaways

  • The PBoC has unveiled a new hardware wallet for the digital yuan, featuring QR codes and NFC technology.

  • The upgraded wallet is designed to be more user-friendly, especially for tourists and those less familiar with technology.

  • The digital yuan aims to increase adoption rates, with one in eight people in Mainland China currently holding a digital yuan wallet.

  • Australia is also advancing its CBDC initiatives with Project Acacia, focusing on asset tokenization and the role of digital currencies in the financial system.

Upgrade Details of China's Digital Yuan

The new hardware wallet introduced by the PBoC is designed to resemble a debit card, featuring buttons and an e-ink display. This upgrade enhances the previous version by allowing users to make no-contact payments at point-of-sale (POS) devices using NFC technology. The wallet also includes QR functionality for enterprises without NFC-enabled POS systems, promoting inclusivity.

The upgraded wallet is visually enhanced, with a larger screen that displays users' balances and payment amounts in both English and Mandarin, catering to tourists. The PBoC's primary focus is on residents lacking internet access and traditional financial services, ensuring that the digital yuan is accessible to a broader audience.

Adoption Efforts and Future Goals

Since the beginning of the year, Chinese authorities have intensified efforts to promote the digital yuan. The PBoC has partnered with private sector banks, including HSBC and Citi, to expand digital yuan services for corporate clients. Notably, the term "pilot" has been removed from the digital yuan app description, signaling a move towards mainstream adoption.

Currently, approximately 12.5% of the population in Mainland China has a digital yuan wallet, and the PBoC aims to increase this figure significantly before 2025.

Australia's Project Acacia

In parallel, Australia is advancing its CBDC initiatives through Project Acacia, which focuses on asset tokenization in the financial system. The Reserve Bank of Australia (RBA) is conducting public consultations to gather input from stakeholders in the ecosystem.

Project Acacia aims to explore the role of privately issued digital currencies and CBDCs in enhancing the tokenized asset market. This initiative will experiment with a new form of wholesale CBDC, allowing issuance on third-party blockchain networks, which could improve liquidity and facilitate cross-network settlements.

Regulatory Considerations

Experts caution that issuing wholesale CBDCs on third-party infrastructure may diminish the control of banking regulators over monetary policy. However, the RBA's approach aims to balance innovation with regulatory oversight, as the financial landscape is poised for significant changes.

As both China and Australia push forward with their CBDC initiatives, the global financial landscape is set to evolve, with potential implications for monetary policy, cross-border payments, and the overall efficiency of financial transactions.
