Political Pressure Led to Demise of Meta’s Diem Stablecoin Project, Claims Ex-Boss

By ToTo BugelmanNewcomer0 rep· 12/2/2024

The ambitious Diem project, initially launched by Meta (formerly Facebook) to create a decentralized payments network, has been declared dead due to overwhelming political pressure from U.S. regulators. David Marcus, the former head of Diem, revealed that the project was effectively killed by political maneuvering rather than legal or regulatory issues.

Key Takeaways

  • Political Influence: David Marcus claims that U.S. Treasury Secretary Janet Yellen played a crucial role in persuading Federal Reserve Chair Jerome Powell to halt the project.

  • Initial Vision: Diem aimed to develop a stablecoin integrated with the U.S. dollar to facilitate global payments.

  • Regulatory Challenges: The project faced intense scrutiny from lawmakers, leading to significant changes to appease regulatory concerns.

  • Final Blow: The Federal Reserve's discomfort with banks participating in the project marked the end of Diem.

Background of Diem

Launched in June 2019, Diem was initially known as Libra and aimed to revolutionize the payments landscape by introducing a stablecoin backed by the U.S. dollar. The project garnered support from major financial players like Visa and PayPal, indicating a strong potential for success.

However, the excitement was short-lived. Just two weeks after its announcement, Marcus was summoned to testify before Congress, which initiated a series of adjustments to the project in response to regulatory concerns.

The Role of Political Pressure

According to Marcus, the project was ultimately doomed by political pressure rather than any legal shortcomings. He stated, "There was no legal or regulatory angle left for the government or regulators to kill the project. It was 100% a political kill—one that was executed through intimidation of captive banking institutions."

He further explained that after addressing various regulatory issues, Powell was initially inclined to allow Diem to proceed in a limited capacity. However, Yellen's warning that moving forward would be "political suicide" changed the course of the project.

The Final Decision

The decisive moment came when the Federal Reserve communicated to several banks that they were "not comfortable" with their involvement in Diem. This effectively sealed the project's fate, leading Meta to abandon Diem in early 2022. The company subsequently sold its intellectual property and assets to Silvergate Capital, which later faced its own financial troubles, culminating in bankruptcy.

Lessons Learned

Reflecting on the experience, Marcus emphasized the importance of building financial systems on neutral and decentralized networks. He stated, "If you’re trying to build an open money grid for the world—eventually moving trillions of dollars a day, designed to be here 100 years from now—you have to build it on the most neutral, decentralized, unassailable network and asset."

He concluded that Bitcoin stands out as the most viable option for such an endeavor, highlighting its potential to facilitate a more open and resilient financial future.
