Kazakhstan Unveils Plans for Investment Stablecoin Concept

By ToTo BugelmanNewcomer0 rep· 1/30/2025

Kazakhstan is set to develop a concept for an investment stablecoin, as announced by the National Bank of Kazakhstan. This initiative aims to create a regulated digital asset that will facilitate investment opportunities without the need for mandatory registration on trading platforms.

Key Takeaways

  • The National Bank of Kazakhstan is exploring the introduction of a stablecoin as an investment tool.

  • A preliminary vision for the project has been established, incorporating international best practices.

  • The bank is currently seeking market participants' proposals to test within a regulatory sandbox.

  • The project is expected to be presented in August 2025.

  • Authorities do not plan to recognize crypto assets as a means of payment.

Background of the Initiative

On January 30, 2025, the Deputy Chairman of the National Bank, Berik Sholpankulov, revealed that the central bank is considering the implementation of a stablecoin designed specifically for investment purposes. This move is part of a broader strategy to enhance the digital financial landscape in Kazakhstan.

The concept aims to provide market participants with the ability to buy and sell assets without the cumbersome requirement of registering on exchanges. This flexibility is expected to create a more accessible environment for digital asset transactions.

Regulatory Framework

The National Bank is currently in the process of gathering feedback from market players to refine the stablecoin's framework. Sholpankulov emphasized that the feedback will be crucial for developing regulatory norms that will be integrated into the law governing the stablecoin.

"After this, we will include enforcement norms in the legislation. We plan to present the draft law in August 2025," he stated.

Market Implications

The introduction of an investment stablecoin is seen as a significant step towards expanding business opportunities within Kazakhstan. The National Bank envisions that market participants will be able to issue their own digital assets, which could be utilized for various financial activities, including managing accounts receivable.

Sholpankulov provided an example, suggesting that businesses could sell their receivables to attract additional funding for growth. This innovative approach aims to enhance liquidity and investment potential in the local market.

Future Prospects

While the stablecoin initiative is gaining traction, the National Bank has acknowledged the challenges posed by the existing gray market for cryptocurrency transactions in Kazakhstan. Accurate data on the size of the crypto market remains elusive due to these unregulated activities.

In December 2022, Kazakhstan completed the second phase of testing its digital tenge platform, which involved real consumers and businesses. This experience is expected to inform the development of the new stablecoin.

As Kazakhstan continues to explore the potential of digital currencies, the establishment of a regulated investment stablecoin could position the country as a leader in the digital finance sector in Central Asia. The upcoming months will be critical as the National Bank engages with stakeholders to finalize the concept and prepare for its legislative introduction.
