Gemini and Coinbase Set to Secure EU Licenses Under MiCA Regulations

By DarshitaNewcomer0 rep· 6/16/2025

Crypto giants Gemini and Coinbase are reportedly on the cusp of securing licenses to operate across the European Union under the new Markets in Crypto-Assets (MiCA) regulatory framework. This development signifies a major step for both companies in expanding their services throughout the EU market, though it also highlights emerging regulatory debates within the bloc.

Crypto Giants Poised for EU Expansion

Leading cryptocurrency exchanges, Gemini and Coinbase, are reportedly nearing approval for EU-wide operating licenses. Gemini is expected to finalize its license with authorities in Malta, while Coinbase anticipates approval from Luxembourg. These licenses, granted under the MiCA framework, will allow them to offer a full range of crypto services, including buying, selling, and storing digital assets, across all 27 EU member states.

  • Gemini's Approval: Expected from Malta.

  • Coinbase's Approval: Anticipated from Luxembourg, with plans to expand its workforce there.

  • MiCA Framework: Enables a single license to operate across the entire EU bloc.

MiCA's Impact and Regulatory Debates

The MiCA regulation, fully implemented earlier this year, aims to standardize crypto regulation across the EU, enhance investor protection, and promote financial stability. While welcomed by many for bringing clarity, the rapid pace of license approvals by some member states has sparked internal debate among regulators.

Concerns include:

  • Speed of Approvals: Some officials worry about the swiftness and rigor with which licenses are being granted by certain countries.

  • Inconsistent Enforcement: Fears that uneven application of MiCA across member states could undermine its goals.

  • "Race to the Bottom" Risk: Critics suggest that countries might lower regulatory standards to attract crypto businesses, potentially compromising consumer protection.

Strategic Moves and Future Outlook

Both Coinbase and Gemini have been strategically positioning themselves for this expansion. Coinbase plans to increase its workforce in Luxembourg, while Gemini appointed new heads for its European and UK operations earlier this year. This move follows other major players like eToro and BitGo, who have already secured MiCA licenses.

The potential licensing of these major exchanges underscores the increasing integration of digital assets into the global financial landscape. However, the ongoing discussions among EU regulators highlight the complex challenge of balancing innovation with robust oversight in the rapidly evolving crypto industry.
