Vaulta Governance Transition: Status Report & Analysis

Over the past weeks, the Vaulta ecosystem has entered a decisive phase of its governance transition. After uncertainty, speculation, and structural vacuum, Block Producers (BPs) have begun coordinating a series of multisig proposals (MSIGs) designed to stabilize control, realign authority with the network, and prepare a long-term model for development and asset stewardship. This report summarizes the current milestones, examines the governance implications, and outlines the planned next steps for the Vaulta Network.

 

MSIG1: Block Producer Coordination & Unified Memo Signaling

The first step was symbolic but significant: an MSIG issued by the BPs to publicly confirm that they would coordinate and work together on governance matters, ending a period of unilateral speculation and fragmented communication.

While technically simple, MSIG1 served as a synchronized message to the ecosystem:

  • The BPs acknowledge community concerns,

  • They commit to aligned action,

  • Governance matters will be handled transparently through on-chain multisigs.

This memo-based signal restored a baseline of trust at a moment when public discourse was fraying.

 

MSIG2 – Permission Consolidation: Network Accounts Back Under BP Control

  • eosio.grants

  • admin.grants

MSIG2 marks one of the most critical governance developments to date: control of the grants-related accounts has been transitioned to a 15-of-21 BP multisig.

This change ensures that:

  • No individual or private entity controls the account permissions.

  • The network, represented by elected BPs, now holds authority.

  • Any action requires broad consensus, not unilateral decisions.

In simpler terms: “BPs are now in control of those accounts.”

This step aligns Vaulta with the governance patterns of other decentralized chains, removing reliance on legacy institutions or individuals.

 

MSIG3 – Establishing Vaulta Development Team Accounts

Proposal: Account creation for the independent Vaulta Development Team (VDT)

  • dist.vaulta

  • dev.vaulta

Purpose & Governance Model

The VDT is planned as an independent, open-source development organization, responsible for maintaining and evolving the Vaulta Network’s software stack.

The structural design follows a decentralized, accountability-focused model:

  • dev.vaulta – Development Funds

    • Development team multi-sig account ensuring no single person can execute transactions.

  • dist.vaulta – Flexible Distribution Layer

    • Owned by the network, not by the developers.

    • Funds move to the team only through BP-approved processes.

    • Sits between eosio.saving and dev.vaulta.

    • Allows BPs to adjust development funding without touching core system accounts.

    • Protects the protocol’s foundations while improving operational agility.

This architecture mirrors best practices from established blockchain ecosystems: strict separation between protocol funds, distribution logic, and development teams.

Current Status: Why this MSIG Has Not Passed Yet

At the current stage, the MSIG for creating the new development accounts has not yet passed, even though the proposal itself is technically complete.

The reason is a governance-level disagreement among Block Producers.

Key concerns raised by several BPs:

  • Some BPs are not comfortable with the proposed 2-of-2 multisig, arguing that such a structure centralizes operational authority too strongly.

  • A number of BPs prefer switching the permission structure to a 15-of-21 multisig, aligning the account with broader network governance standards.

Because of these objections, the MSIG cannot pass until the permission threshold is updated or another consensus is reached.

In short: not yet passed — The account creation MSIG is ready, but blocked due to differing BP expectations about the appropriate multisig structure.

 

Ongoing Discussion: Inflation Allocation to Developers

Another topic presently being debated among the BPs and community concerns the inflation-based allocation to developers.

The Treasury has already allocated a full 1-year developer budget, which has led to calls from several stakeholders to:

Pause or temporarily halt the inflation allocation to developers until the existing treasury-funded budget is fully utilized or re-evaluated.

This point is still in discussion and has not yet been formalized in any MSIG.

However, it is considered a planned governance adjustment that may appear in upcoming proposals.

The topic directly affects:

  • long-term sustainability of developer funding,

  • inflation management,

  • transparency and accountability of the ecosystem budget.

 

Planned: Vaulta Network Trust (VNT)

The network is considering a lightweight legal structure to hold core assets—including domains, IP, and repositories—in a neutral, cost-efficient way.

Planned structure (subject to change):

  • A U.S.-based single-member LLC

  • Owned by a simple passive trust acting purely as a neutrality container

  • No board, no employees, no political governance structures

  • Legally represented by a registered agent (via law firm)

  • Operational control remains entirely with the 15-of-21 BP multisig

  • The model mirrors minimal-bureaucracy approaches used by decentralized open-source projects

The intent is to:

  • minimize costs,

  • avoid institutional overhead,

  • ensure neutrality,

  • provide a legal surface for asset transfers,

  • and ultimately allow the former foundation to hand over its property.

Once the trust structure is completed, the transfer of digital and IP assets from the Foundation to the new neutral entity is expected.
These plans are preliminary and will only become official once an MSIG is proposed and approved.

 

Governance Analysis: What This Transition Means

1. Power shifts from individuals → to the network

MSIG2 formalized what many in the community had demanded: critical accounts now require BP consensus, not trust in any single actor.

 

2. Development becomes institutionalized but decentralized

The VDT model introduces:

  • clear boundaries

  • transparent funding

  • non-custodial control

  • open-source accountability

 

3. The Trust Approach Avoids Bureaucracy and Political Capture

Rather than forming another mini foundation, council, or multi-member legal body, the planned VNT:

  • minimizes attack surfaces

  • keeps governance on-chain

  • reduces cost

  • avoids human power dynamics

 

4. Communication Is Improving – but Still Needs Consistency

The initial message calling for “answers before the community tears itself apart” reflects the urgency. MSIG actions show progress, but consistent updates will be essential moving forward.

 

Resetting the Compass

The Vaulta Network is transitioning from a period of uncertainty into a more mature, structurally coherent governance framework. The recent MSIGs demonstrate a coordinated effort by major stakeholders, proxies, and BPs to reclaim network-level authority, establish an accountable development pipeline, and prepare a neutral trust structure for long-term asset stewardship.

While some components remain in planning and not yet finalized, the trajectory is clear:

Vaulta is moving toward a stable, decentralized, BP-controlled governance system with transparent funding and minimal bureaucracy.

If this pace continues, the network could enter a new era of predictability, resilience, and transparency-driven innovation.
